Carbon Capture and Storage in Alberta: Learning from the Acid Gas Disposal Analogy
There is a growing interest both globally and in western Canada in the capture and geological storage of carbon dioxide as a possible mechanism to help parties meet the stabilization objective of the Framework Convention on Climate Change and the quantified emission limitations of the Kyoto Protocol. Carbon capture and storage (CCS) envisages that CO_2 will be captured from large final emitters (LFEs) and injected into a target formation.
The widespread adoption of CCS will require the resolution of uncertainties in the areas of property, regulatory and liability. This paper uses acid gas disposal (AGD) as an analogy to explore the uncertainties in implementing CCS.
The article begins by describing AGD and then moves to consider each of the property, regulatory and liability issues associated with this activity. It concludes with some preliminary reflections on Alberta's AGD overall regulatory scheme and its adequacy.
'Speaking Truth to Power', Some Reflections on the Role of Law
The article explores two views of the relationship between law and power using examples principally derived from the relationship between indigenous peoples and the state in both domestic (national) law and international law. From a critical perspective law simply encodes, entrenches and perpetuates power relationships.
From this perspective law is incapable of speaking truth to power. From a liberal perspective law has emancipatory possibilities with the potential to de-stabilize and change the status quo. The presentation argues that the possibilities associated with this second perspective are most likely to be realized as a result of the interaction between different legal systems and especially the interaction between domestic (or national) legal systems and the international legal system.

Huntington disease is a hereditary brain disorder with devastating effects on both mind and body. Onset typically occurs between 30 and 50 years of age. This is followed by a physical and mental decline, which eventually leaves the person unable to control their movements, thoughts and emotions. Death is inevitable within 10 to 20 years of onset.
One in every 10,000 Canadians has Huntington disease and every child of a person with HD has a 50% risk of inheriting the disease. This leaves many people caring for a sick parent, at risk themselves and facing the guilt of potentially having already passed the gene on to their children before they learn that HD is in their family.
Funds raised from this event will allow HSC to continue investing in family services, education and research.
The HSC in Southern Alberta funds a social worker who helps families cope with the emotional, financial and physical burdens of the various stages of HD. She is active in the medical community raising awareness of HD, which results in earlier and more accurate diagnoses of this relatively rare disease. Workshops are also provided for care professionals, nurses, nursing and medical students to introduce the unique needs of Huntington patients, which are unlike any other disease.
Although the gene was identified in 1993, there is still no cure or treatment available for HD. HSC is currently funding research at the universities of Calgary and Alberta in addition to other Canadian institutions. The accelerating pace of research is offering more hope than ever before that a solution will be discovered within the next generation. And there is an expectation in the scientific community that solving the HD puzzle will lead to research breakthroughs in Alzheimers, Parkinsons, ALS, MS, and other neurodegenerative diseases.
